Promote pro-poor governance that is responsive to needs of local communities and that will uphold the fundamental rights of the poor;

Reduce the rate of new infection and mitigate the impact of HIV/AIDS on vulnerable communities and populations-at-risks;

Promote the reproductive health and rights of the poor and vulnerable, especially women, youths persons living with HIV/AIDS;

Increase access to basic primary health care at community level;

Create opportunities for women and young people to develop basic skills and maximize potentials for responsible adulthood;

Increase access to basic education especially for the girl-child and other poor and vulnerable children;

Promote Children’s Rights and increase opportunities for the survival and development of children in difficulty;
